Despite describing it as a million-to-one chance, the new prime Minister, Boris Johnson, seems not only willing but likely to take the UK out of the EU without agreeing a withdrawal deal. This move would mean leaving the single market and customs union, making this speech at the Institute for Public Policy Research somewhat embarrassing.

Why on earth do people think he's a great orator? He starts with great gusto, repeats the first line several times (no doubt while he decides which of his two conflicting opinions to give), and fizzles out at the end.
